Katniss Everdeen lives in what used to be the United States but is now a country called Panem.  Unfortunately for 17-year-old Katniss, she lives in an outer district where food is hard to find and wealth is unknown.  The book opens on Reaping Day, when one boy and one girl from each district are chosen by drawing to participate in Panem's annual Hunger Games.  These "tributes" are sent from their districts to an "arena" where they will fight to the death in an event televised to the entire country.
